BSO KlupUp at De Clara, De Hoge Hof 8 in Herveld, wished to start a mixed-age group in which a maximum of 16 children aged 2–6 years would be cared for together. The Municipal Health Service (GGD) investigated on 13 May 2025 whether the modification could take place safely and responsibly. All assessed topics (modification procedure, pedagogical policy, staffing, safety policy, and accommodation) comply with statutory requirements. The location has adapted its pedagogical work plan and safety policy, considered risks such as small parts for the youngest children, and makes use of a mobile cabinet and an enclosed schoolyard. No violations or areas for improvement were identified. The municipality of Overbetuwe is advised to approve the modification in the Landelijk Register Kinderopvang (National Childcare Register).
