About this care
Welcome to The Little Castle, a beautifully restored and classically decorated monumental day-care centre run by Zein International Childcare in the centre of Voorburg. We provide care for children aged 0 to 4 years in five mixed-age groups, where babies and toddlers play and learn together. The centre features a large natural playground with age-appropriate areas and different play zones. Our in-house chef prepares fresh, organic and nutritious meals every day: a warm lunch and two healthy snacks. Parents can relax with a coffee in our parents’ lounge with Wi-Fi while the children play safely in a hygienic, home-like environment. Free parking is available on our private car park. The Little Castle is open Monday to Friday from 07:30 to 18:30 all year round, closing only on official Dutch public holidays.Read more
GGD Inspection
Violations
Inspection date: October 9, 2025
Strengths
- All staff members are correctly registered in the Childcare Personnel Register (PRK) with valid Certificate of Good Conduct (VOG) declarations
- The qualified staff-to-child ratio is met in all groups
- No trainees were deployed outside the rules
Violations
- 12 of the 13 present qualified staff members do not hold a recognized childcare diploma as required by the Collective Labour Agreement for Childcare (CAO Kinderopvang)
Summary
The Little Castle in Voorburg provides daycare (kinderdagverblijf/KDV) for up to 72 primarily English-speaking expat children (ages 0–4). During an unannounced inspection visit on 9 October 2025, the Municipal Health Service (GGD) found that all staff members were correctly registered in the Childcare Personnel Register (PRK) with valid Certificate of Good Conduct (VOG) declarations, and that the qualified staff-to-child ratio was met in all groups. However, only 1 of the 13 present qualified staff members held a formally recognized childcare diploma; the remaining 12 hold a DUO recognition or have completed an EVC (Experience-Based Qualification) procedure, but are unable to pass the required language test due to non-Dutch nationality. Given the exclusively English-speaking target group, the GGD advises the municipality not to take enforcement action in this specific case. No trainees were present during the inspection.
