GGD Inspection
Violations
Inspection date: November 18, 2025
Strengths
- Pedagogical practice is sensitive, responsive, and provides emotional safety
- Administration and parent agreements are complete and correct
- Staff deployment and qualified staff-child ratios meet requirements
- Accommodation provides sufficient space for children
- Parent information and complaints procedure are well organized
- Domestic violence and child abuse reporting protocol is adequate
Shortcomings
- Provide a lockable door between the Muisjes and Olifantjes groups instead of a safety gate for more peace and emotional safety
- Ensure all staff are fully aware of mandatory reporting, consultation, and disclosure obligations
Violations
- Early childhood education: three qualified staff members did not meet training requirements and/or language proficiency level 3F, and should not have been counted within the qualified staff-child ratio in an early childhood education group
- Safety and health policy: lacks concrete description of main risks with major consequences for children's safety; action plan does not match the actual situation (damaged floor, unsafe storage in Olifantjes group)
- Mandatory reporting, consultation, and disclosure obligations: staff are not aware of the possibility to contact the confidential inspector in case of suspected abuse by the holder
Summary
The Municipal Health Service (GGD) inspection report dated 18 November 2025 for childcare center VKV-Peperklip in Schiedam presents a mixed picture. The location, part of Kom Kids B.V., provides daycare with 32 places and two early childhood education groups. The pedagogical practice, staff deployment, administration, accommodation, and parent information were found to be in good order. However, three important shortcomings were identified. First, three qualified staff members in the early childhood education groups did not meet the required training and language proficiency standards. Second, the safety and health policy lacked concrete risk descriptions for the Olifantjes group room, where an unsafe situation with storage materials and a damaged floor was found. Third, staff were not fully familiar with mandatory reporting, consultation, and disclosure obligations, specifically the possibility to contact the confidential inspector. The holder has announced improvement measures on all points, including rugs placed and repeated training planned. The GGD advises the municipal executive to enforce in accordance with the enforcement policy.
