Summary

GGD Haaglanden conducted an unannounced incidental inspection on 4 November 2025 at Kinderdagverblijf Het Keizertje in Den Haag. The inspection focused on staff-child ratios, professional qualifications, and registration in the Childcare Personnel Register (PRK). The location accommodates 33 children (ages 0-4) across three groups. All present childcare professionals held the correct qualifications and the staff-child ratio was in order. However, it was found that although the location manager had been registered in the PRK since 1 October 2025 with a valid Certificate of Good Conduct (VOG), they had not yet been linked to the holder; this constitutes a violation of Article 1.50(3) of the Childcare Act (Wet kinderopvang/Wko). The holder made use of the offered recovery offer and linked the manager that same day, thereby resolving the violation within the timeframe. No other shortcomings were identified. The GGD advises the municipal executive to enforce in accordance with the municipal enforcement policy.
