Strengths

• All childcare professionals hold an appropriate diploma
• Childcare professionals in the baby group are sufficiently qualified with infant-specific training
• There is always an adult present with a valid first aid certificate
• Childcare professionals have sufficient knowledge of the mandatory reporting, consultation, and disclosure obligations (MOA)

Shortcomings

• The backup staffing arrangement must be described more concretely in policy
• The safety and health policy must more specifically describe which measures childcare professionals must take regarding risks
• The procedure for cleaning changing mats must be formally established in policy
• Air quality in group rooms and bedrooms must be better measured and guaranteed
• The annual plan must correspond with the actual practice of team consultations

Violations

• Backup staffing is insufficiently arranged: the designated backup staff member works four days at the location themselves and cannot be present within 15 minutes when absent; moreover, between 6:30-7:30 AM only one childcare professional is present alone without adequate backup
• Stability of care has not been restored: at multiple times there is no consistent familiar caregiver present in the baby and toddler groups; BBL apprentices are deployed who are still in their first year of study or without qualified supervision
• Safety and health policy is insufficient: measures for risks are not described concretely, backup staffing arrangement is missing from policy regarding the 3-hour rule and lone worker situations, changing mat cleaning procedure is missing, air quality has not been demonstrated
• Childcare professionals are insufficiently following policy: hands are not washed after wiping bottoms and changing nappies, baby was left in a bouncer seat for 25 minutes in violation of their own protocol, annual plan does not correspond with actual practice
• The operator has insufficient knowledge of their own consultation and disclosure obligations: incorrect description of MOA in pedagogical policy plan, operator believes MOA applies to disputes between staff members rather than suspicion of criminal offense by staff member against a child
• No annual complaint reports for 2024 and 2025 were produced and submitted: despite receiving complaints, the operator states there were no complaints, reports were not sent to the supervisory authority before June 1

Summary

GGD Flevoland conducted an unannounced follow-up inspection at daycare center (kinderdagverblijf/KDV) De Paddestoel in Almere on July 1, 2026. This inspection followed an annual inspection on September 22, 2025, during which violations were identified. The location was given until June 30, 2026, to resolve these issues. Some shortcomings have been addressed, but multiple violations remain. The GGD advises the municipality of Almere to take enforcement action.
