About this care
Welcome to De Morgenster, a small-scale daycare centre in the heart of Zutphen. We provide care based on the anthroposophical educational philosophy of Rudolf Steiner. Our location at Tengnagelshoek 6 is a warm, safe place where children aged 3 months to 4 years are free to discover, play and grow — at their own pace.
Everything we do revolves around calm, rhythm and a loving environment. We use sustainable and simple play materials that stimulate the imagination and creativity of young children. All our toys, furniture and food are natural and organic. Together we create a healthy, positive and secure start for every child.
Our groups are vertically structured, allowing children of different ages to play and learn together. This promotes social development and natural helping behaviour. We do not offer pre-programmed activities, but follow the child in his or her own development and interests. Outdoor play is an important part of our daily routine, giving children the space to discover nature and stimulate their senses.

- A director was not registered in the Childcare Personnel Register and was not linked to the provider, meaning no ongoing screening could take place.
- A trainee did not hold a valid Certificate of Good Conduct (VOG).
Summary
On 13 April 2026, GGD Noord- en Oost-Gelderland conducted an unannounced follow-up investigation at daycare center (kinderdagverblijf/KDV) De Morgenster in Zutphen. This investigation followed a warning from the municipality due to shortcomings identified during the annual inspection of 2 February 2026. The location, an anthroposophic daycare center with 44 places for children aged 0-4, had at that time been found to have two violations in the area of the Certificate of Good Conduct (VOG): a director was not registered in the Childcare Personnel Register and a trainee did not hold a valid VOG. Both individuals were required to cease their activities immediately. During the follow-up investigation, it was found that the director had since obtained a VOG and had been linked in the register. The trainee had discontinued the training program and was no longer employed. The shortcomings have been resolved.
