Summary

BSO Viela Vlinder at Hoofdstraat 75 in Ter Apel was inspected unannounced on 23 January 2025 by the Municipal Health Service (GGD). The pedagogical climate and parental rights immediately met all statutory requirements: children experience a safe, relaxed atmosphere, are free to choose their own activities and are given sufficient room for physical activity and development. All staff members are also registered in the persons register and hold a valid Certificate of Conduct (VOG). There were two areas for improvement: a missing diploma of a BSO staff member and insufficient evidence that the team knows the duty to report, consult and file charges (MOA) regarding abuse. Following a recovery offer, the operator subsequently submitted the diploma and a plan to assess and secure knowledge of the MOA annually through an online learning environment. Both shortcomings have thereby been resolved. The GGD advises the municipality of Westerwolde not to take any enforcement measures.
