Features
GGD Inspection
Violations
Inspection date: May 13, 2026
Strengths
- Pedagogical climate meets requirements; children are cared for in an emotionally safe environment with fixed mentors and clear structure
- Safety and health meets requirements; adequate policy and sufficient certified staff for first aid
- Parental rights meets requirements; parents are well informed and there is a workable complaints procedure
- Pedagogical practice stimulates personal and social competencies, as observed during the cooking activity with children
Shortcomings
- Correct calculation of coaching hours based on calendar year rather than school year
- Timely registration and linking of all staff in the Childcare Personnel Register (Personenregister Kinderopvang/PRK) before commencing work
Violations
- A pedagogical coach was not registered in the Childcare Personnel Register (Personenregister Kinderopvang/PRK) and not linked to the organisation before work began, and had already worked several hours at the location without a valid Certificate of Conduct (Verklaring Omtrent het Gedrag/VOG) for childcare
- The calculation of the number of coaching hours to be deployed was based on the school year (September–July) rather than the calendar year (1 January), meaning the minimum number of hours was not determined in accordance with legal requirements
Summary
The annual inspection of 13 May 2026 concerns after-school care (BSO) Al Amana in Zeist, part of Stichting Kindcentra Al Amana. The location provides care for a maximum of 30 children aged 4 to 13 years. Overall, the care provision performs well: the pedagogical climate, safety and health, and parental rights were found to be in order. However, two significant shortcomings were identified in the staff and groups domain. Firstly, a pedagogical coach was not registered in the Childcare Personnel Register (Personenregister Kinderopvang/PRK) and not linked to the organisation before carrying out work, while she had already worked several hours at the location. This constitutes a violation. Secondly, the calculation of coaching hours was incorrect; it was based on the school year rather than the calendar year. Following a recovery offer, the provider resolved both shortcomings: a new training plan with the correct hour calculation was approved on 2 July 2026, and the coach has since been registered in the PRK. The Municipal Health Service (GGD) advises the municipal executive to enforce in accordance with the enforcement policy.
