Summary
The annual inspection of 20 August 2026 of after-school care (BSO) Speelcocon in Amersfoort shows a mixed picture. The pedagogical climate meets standards, but staff and groups and safety and health do not. The provider cannot demonstrate that the qualified staff-child ratio (BKR) is met due to unclear schedules and a software error in Bitcare that registered staff members twice. There is also no fixed schedule. Regarding safety and health, there are shortcomings: independent outdoor play is insufficiently safe due to lack of continuous supervision, incomplete written consent, and fencing that is not fully closed near a ditch. Outings were conducted with one qualified staff member while policy prescribes two adults. The reporting code for domestic violence and child abuse and the MOA procedure are insufficiently known and discussed, without minutes being kept. The provider has implemented recovery actions: software corrected, extra fence installed, written consents organised, policy adjusted, and MOA step-by-step plan made visible. The supervisor advises enforcement.
