• Working in accordance with policy: the actual practice (two separate groups Snuffel 0-2 years and Peppa 2-4 years) deviated from the location-specific work plan (July 2024 version), which stated that only group Snuffel was open and Peppa was used exclusively on a temporary basis during busy periods, with an age distribution of 0-4 years
