Summary

Toddler care PO De Klimmers in Capelle aan den IJssel was inspected unannounced on 18 March 2025. The daycare center (kinderdagverblijf/KDV) offers half-day care with early childhood education to 16 children aged 2-4 years. The pedagogical climate is generally good: children experience emotional safety, the pedagogical practice is caring, and the domestic violence reporting protocol is in order. There are also sufficient qualified professionals and the stability of care is assured. There were three areas for improvement: the pedagogical policy needed to describe more concretely how emotional safety is safeguarded in the absence of the regular caregiver, the duty to report/file charges when abuse is suspected was insufficiently known to staff, and the early childhood education did not always follow the activity planning. A recovery offer was made for these points; the location resolved all shortcomings within the timeframe. A new board member did not yet have a valid Certificate of Conduct (VOG), but this has since been registered. The Municipal Health Service (GGD) advises the municipality not to enforce on this last point, as the situation has been rectified.
