Preschool/toddler care De Ottertjes, located at IKC Waterrijk in Noord-Scharwoude, offers a safe, stimulating environment where toddlers playfully connect, collaborate and develop important social skills — such as sharing, communicating and discovering.
Our programme is carefully structured to prepare toddlers for primary school in a playful and creative way. We work with engaging themes that closely align with the early years curriculum. This creates a natural, smooth transition to the school environment, where children quickly feel at home.
As a recognised VE location (Early Childhood Education), we offer additional support to toddlers who benefit from extra guidance, for example in language or motor development. Our dedicated team ensures that every child receives personal attention and can develop optimally at their own pace.

- During the annual inspection of February 2026, the ratio of qualified preschool education staff to children was not in order: a staff member deployed for formative purposes did not hold the required language certificate 3F, resulting in non-compliance with the requirement of 1 qualified preschool education staff member per 8 children.
- The staff member deployed for formative purposes could not demonstrate a minimum language proficiency level of 3F in the components of Oral Language Skills and Reading.

This unannounced follow-up inspection on 1 July 2026 focused on previously identified violations in the area of preschool education (voorschoolse educatie/VE). During the annual inspection of February 2026, it emerged that a staff member without the required language certificate 3F had been deployed, causing the staff-to-child ratio not to be met. The provider has since taken measures: all staff members now hold the correct qualifications, VE certificates, and language certificates 3F. The violations have been remedied.
