Summary

On 20 February 2025, the Municipal Health Service (GGD) inspected the daycare center (kinderdagverblijf/KDV) Oya's Childcare Hugo B.V. at Hugo de Grootkade 30 H in Amsterdam-West. The annual unannounced visit focused on pedagogical climate, personnel and premises. The location has 8 core groups (3 baby, 2 toddler and 3 preschool groups) and offers 91 places. The overall conclusion is that the childcare facility meets most quality requirements, but one violation was identified: on two occasions, children were temporarily placed in another core group to meet the staffing ratio. This is not permitted because fixed groups and familiar faces are essential for children's stability and safety. The organisation took immediate measures: groups are no longer merged, an additional staff member is always scheduled in case of absence or when only a trainee is present, and this policy has been formalised in the pedagogical policy and discussed with the team. The GGD considers these adjustments adequate and advises the municipality not to impose enforcement measures.
