Summary

The annual inspection of 30 June 2026 of daycare center (kinderdagverblijf/KDV) Ieniemienie in Rotterdam shows a predominantly positive picture, with one important shortcoming. The toddler care for 16 children aged 2-4 meets virtually all quality requirements, including pedagogical policy, pedagogical practice, staff, safety and accommodation. However, the quality requirement for early childhood education is not in order: the pedagogical policy plan insufficiently describes in concrete terms how each child can receive at least 960 hours of early childhood education within eighteen months. Due to the current organisation with three core groups each offering 12 hours per week, children receive only 720 hours. Children are placed in a second core group with parental consent, but because parents can refuse this, this does not provide sufficient guarantee. The provider received a recovery offer at the earlier inspection of 4 December 2025 and has decided to reorganise the three core groups into one core group per 1 January 2027, thereby structurally securing the full provision. The Municipal Health Service (GGD) advises enforcement.
