Summary

Kindervilla Het Kootertje in Terneuzen, a daycare center (kinderdagverblijf/KDV) for 64 children (0-4 years), was inspected on 27 July 2026 by GGD Zeeland. The pedagogical climate, early childhood education, qualification requirements, and deployment of pedagogical policy staff comply with the law. The staff work sensitively and responsively, create emotional safety, and stimulate children's development. However, two serious shortcomings were identified. First, a group assistant/cleaner worked during childcare hours without a valid Certificate of Conduct (VOG), registration in the Childcare Personnel Register, or linkage to the holder. Second, the safety and health policy is insufficient: sharp knives were accessible to children, the outdoor area contained multiple unsafe situations (construction materials, loose panels, insufficient shielding), and risks were not described or addressed in concrete terms. This constitutes recurrence, as similar shortcomings were previously identified. In 2025, a recovery offer was made for the safety policy, but the violation was not fully remedied. The holder immediately remedied the VOG situation during the inspection.
