Violations

• Pedagogical policy: staff did not act in accordance with the established pedagogical policy. On Wednesdays, structurally rotating staff members were deployed while the policy required that children see a familiar face (resolved).
• Care stability: children aged one year and older were assigned more than three permanent staff members because on Wednesdays, different temporary staff were structurally deployed without a legitimate deviation (resolved).

Summary

The Municipal Health Service (GGD) Noord- en Oost-Gelderland conducted a follow-up investigation on 8 September 2026 at KDV de Kennedy in Zutphen, a daycare center (kinderdagverblijf/KDV) with 15 places operated by Kindernet B.V. This investigation followed an annual inspection on 23 June 2026 during which violations were identified regarding the pedagogical policy and care stability. The location was structurally deploying rotating staff members on Wednesdays, while the policy required that children see familiar faces. This follow-up investigation has shown that the location has updated its pedagogical work plan and now deploys a permanent staff member on Wednesdays. Both violations have been resolved. The GGD advises the municipality of Zutphen not to apply enforcement measures.
