GGD Inspection
Improvements needed
Inspection date: March 30, 2026
Strengths
- New personnel policy developed and implemented in January/February 2026
- Onboarding checklist for new staff included in personnel file
- Baseline assessment carried out on personnel files of current team
- Management support staff appointed to bring structure to administration and policy
- All current childcare professionals hold appropriate diplomas
Shortcomings
- Structurally safeguard verification of professional qualifications for temporary agency staff
- Do not delegate responsibility for temporary agency staff qualifications to the employment agency; carry out checks internally
Summary
Het Speelwolkje is a small-scale daycare center (kinderdagverblijf/KDV) in Amsterdam-Oost with 10 places for children aged 0-4 years. This follow-up investigation was conducted following an enforcement procedure due to earlier violations. The provider had failed to receive important enforcement letters because an address change request had not been processed. This investigation found that the measures from the administrative fine order (educational requirements) are now being met. However, a risk remains: the onboarding checklist for professional qualifications does not apply to temporary agency staff, while the provider is indeed responsible for them.
