Strengths

Violations
- Parent committee: BSO Herberg has not established a (combined) parent committee. Only one parent from the on-site daycare center (kinderdagverblijf/KDV) participates in the intended combined committee, while at least two parents are required and a BSO parent must also participate. This is a repeated violation; it was also identified in August 2025, resulting in a warning from the municipality.
Summary
GGD Limburg-Noord conducted an annual inspection on 23 June 2026 at BSO Herberg in Venlo, part of Stichting Spring Kinderopvang. The location provides after-school care (BSO) for 33 children aged 4-12. Although most areas are compliant, a violation was identified regarding parental rights: no (combined) parent committee has been established. This is a recurring issue; a violation was also identified in 2025, followed by a warning from the municipality. The provider has undertaken various recruitment efforts, but despite personal outreach, appeals through the parent portal, and attention during intake interviews and parent activities, it has not succeeded in recruiting sufficient parents. Language barriers and unfamiliarity with the Dutch system of parental participation may play a role.
