About this care
Welcome to Partou Flora – Fiësta! Our daycare center is located at Cesar Domelastraat 11 in the Nesselande district of Rotterdam. In our spacious, bright building we provide care for children aged 0 to 4 years. We offer cozy and clear group spaces where children feel safe and at home.
For all ages we organize fun activities. Children can join yoga workshops, enjoy movement games and of course play outside a lot in our own garden. Our garden features a willow tunnel for hide-and-seek, a sandbox and a separate baby area specially designed for the littlest ones. Additionally, we host cool (sports) workshops and make fun excursions in the neighborhood.
We believe it's important for children to eat healthy and enjoy meals together. That's why we serve a fresh, warm meal daily. We also offer half-day care options, including swap days and make-up hours, allowing us to flexibly meet parents' needs.

Strengths
- Pedagogical policy and practice are in order; staff interact with children in a sensitive and responsive manner
- Staff hold the required qualifications and Certificate of Conduct (VOG); registration in the Childcare Personnel Register is in order
- Staff-to-child ratios comply with applicable regulations
- The reporting code for domestic violence and child abuse has been adequately established and is known to staff
- Employees know how to act in case of suspected abuse or mistreatment by colleagues or the provider

- Staff need better training in the use of CO2 meters and interpreting measurement values
- The location could consider developing a location-specific heat plan given its situation and limited ventilation options

However, the safety and health policy is inadequate due to insufficient staff knowledge of CO2 meters and ventilation protocols. Despite heat mitigation measures, temperatures remained high on 30 July 2026 (up to 27.7°C). At a re-inspection on 13 August 2026, temperatures had decreased due to additional measures. The provider received a recovery offer and indicated that the shortcoming has been remedied through additional instruction and monitoring.
