This inspection report concerns a new childminder/host parent care (gastouderopvang) to be operated by E.E. Thorpe in Rotterdam, registered through childminder agency 4Kids B.V. The inspection took place prior to registration in the National Childcare Register. The care accommodates a maximum of six children (ages 4–13) in a living room on the second floor of a walk-up apartment building. The childminder holds the required diplomas, a valid Certificate of Conduct (VOG), a first aid certificate, and is familiar with the pedagogical policy. The risk assessment was initially incomplete: loose cables, objects on the stairs, and a missing evacuation plan had to be resolved before 31 July 2025. These measures were implemented on time. The home is smoke-free and the balcony is safely enclosed. Group composition and backup care have not yet been assessed as the care has not yet commenced. No violations were identified.
