About this care

AI
Welcome to BSO Campus Columbus, located at Weegbree 2 in the heart of Heerhugowaard. We are part of Blosse childcare and provide after-school care for children aged 4 to 12. Our modern campus opened in 2012 and is rooted in the Dalton philosophy: we trust children and give them space to develop independence, collaboration and responsibility. After school we welcome the children into a safe, homely setting. Our experienced staff offer a varied activity programme that alternates between sports & games, arts & culture, nature & technology and creative workshops. We regularly organise local excursions and make full use of our spacious garden and playground. During school holidays we run themed days packed with adventure and relaxation. Warm meals, healthy snacks and drinks are included. Parents stay informed through the Kwieb app with photos, reports and important announcements. Together we ensure every child feels at home and is happy to return.

Violations
Following a recovery offer, the location now meets all assessed requirements. The violations regarding pedagogical policy have been resolved.

Strengths

  • Pedagogical practice is adequate: staff actively guide children, ensure a positive atmosphere, and emphasize shared responsibility
  • Staff hold the correct qualifications and meet the IKK language requirement
  • Certificate of Good Conduct (VOG) registration and childcare personnel register are in order
  • Pedagogical policy staff member/coach is deployed sufficiently and staff receive annual coaching
  • Domestic violence and child abuse reporting protocol has been established and is known to staff
  • Reporting, consultation, and mandatory notification obligations have been sufficiently brought to staff attention

Violations

  • The pedagogical policy plan contained insufficient concrete description of working methods, maximum size and age composition of core groups, and staff deployment (Article 1.50(2) Childcare Act; Article 12(2)(d) Childcare Quality Decree)
  • The pedagogical policy plan contained insufficient concrete description of considerations regarding staff-to-child ratios, distribution across core groups, children's needs, core group structure, and stability of care (Article 1.50(2) Childcare Act; Article 12(2)(f) Childcare Quality Decree)
  • The pedagogical policy plan contained insufficient description of frameworks for deviating from standard staff deployment (Article 1.50(2) and 1.60c(1) Childcare Act; Article 12(3)(a) Childcare Quality Decree)
  • The pedagogical policy plan contained insufficient description of the nature and organization of activities in which children may leave their core group (Article 1.50(2) Childcare Act; Article 12(3)(b) Childcare Quality Decree)
  • The pedagogical policy plan contained insufficient description of how core groups are managed during activities in groups larger than thirty children (Article 1.50(2) Childcare Act; Article 12(3)(d) Childcare Quality Decree)
  • In practice, core groups were not maintained: children from different groups were mixed together, including during mealtimes, and children did not know which core group they belonged to

Summary

The Municipal Health Service (GGD) inspected after-school care (BSO) Campus Columbus in Heerhugowaard on 28 July 2026. The after-school care accommodates 70 children aged 4 to 7 years. Initially, violations were identified regarding pedagogical policy: the plan provided insufficient description of working methods, size and age composition of core groups, staff deployment, and other components. It also emerged in practice that core groups were not being maintained and children did not know which group they belonged to. Following a recovery offer, the provider revised the pedagogical work plan and took measures, including photos of children per core group and separate spaces for mealtimes. At the second visit on 31 August 2026, all requirements were found to be met. Other areas (pedagogical practice, staff, safety and health) were compliant from the outset. The advice to the municipality is: no enforcement action.
