• Stability of care – consistent caregivers: on both the infant group (0-2 years) and toddler group, there was not always at least one consistent caregiver present during the inspection period (weeks 23 and 24). On the infant group, no consistent caregivers were present on 5 June and 8 June, and two 0-year-old infants were cared for on at least one afternoon by someone who was not a consistent caregiver. On the toddler group, consistent caregivers were absent on multiple days (1, 4, 5, 8, 9, 10, 11 and 12 June). This is a recurring issue; the same shortcoming was identified in 2025.
