Most shortcomings involve recurrence: problems previously identified that have not been structurally resolved. The pedagogical practice is inadequate: there is unrest, qualified staff exercise insufficient behavioral guidance, and policy does not match practice. Safety is also compromised due to insufficient supervision of children playing independently and inadequate knowledge of location-specific policy among new and external staff members. The advice to the municipality is to enforce.
