Summary

GGD Drenthe conducted an unannounced follow-up investigation on 24-11-2025 at daycare center (kinderdagverblijf/KDV) Voorschool Banier in Zwartemeer following a previously identified violation in the area of early childhood education (ECE). The location provides toddler care with the Uk & Puk programme and works with a maximum of 16 children. During the previous investigation on 5-9-2024, it emerged that one staff member without a valid ECE certificate was working in the group, as a result of which the required ratio of at least one ECE-qualified staff member per eight children was not met. During the follow-up investigation, the certificates were reassessed. The staff member concerned has since been enrolled in internal ECE training and always works under direct supervision of a certified colleague. As a result, the legal requirements are now being met. No new violations or areas for improvement were identified. The Municipal Health Service (GGD) advises the municipality not to take enforcement measures.
