About this care
Welcome to Prokino De Regenboog, our daycare center in Almere Stad. We are located at the rear of the Flevoziekenhuis, centrally positioned and close to the neighborhoods Almere-Centrum, Filmwijk, Verzetswijk, Tussen de Vaarten and Parkwijk. De Regenboog lives up to its name; it's a colorful location where each group has its own rainbow color. We provide care for up to 52 children aged 0 to 4 years.
Our location features spacious indoor and outdoor play areas where children can safely play and explore. We create a warm and stimulating environment where every child feels safe and can fully develop. Our pedagogical policy is carefully developed to promote children's development. We believe in the power of involved guidance that meets the individual needs of each child.
As part of Stichting Meander-Prokino, we stand for quality childcare where fun and development go hand in hand. We offer flexible childcare options, including specific care for healthcare personnel or parents during examinations or day treatment at the hospital. Strengths
- Positive and calm atmosphere in the group; children are relaxed
- Staff members are familiar faces for the children
- Respectful and personal communication with parents during handover moments

- All present staff members hold appropriate qualifications, baby care training and language certificates

Shortcomings
- Structural discussion and implementation of pedagogical policy and safety policy in team meetings
- Securing the policy cycle: drafting, implementing, evaluating and updating
- Improving administrative documentation of parental consent for care in a second core group
- Ensuring consistent and up-to-date information about backup/emergency cover arrangements in policy documents
Violations
- Staff-child ratio exceeded: from 08:15 to 08:45 only one staff member present with eight children when two were required, with no supporting adult present
- Insufficient backup/emergency cover arrangement: location manager residing outside Almere and unable to be present within 15 minutes, staff member was alone from 06:45 to 09:00 without reachable backup cover
- Four-eyes principle insufficiently secured due to lowered sun blinds, absence of supervision by parents/hospital staff in early hours, and possible unannounced access by third parties via emergency exit
- Not acting in accordance with pedagogical policy plan: staff still work according to the old working methods of predecessor Montris, policy is insufficiently discussed and implemented
- Children cared for in second core group without prior written parental consent
Summary
The annual inspection of 13 August 2026 of daycare center (kinderdagverblijf/KDV) Prokino De Regenboog in Almere shows that the location does not comply with multiple legal requirements. The atmosphere in the group is positive and the pedagogical practice is found to be adequate, with attention to emotional safety and respectful communication with parents. However, serious shortcomings were identified in the areas of staffing and safety. The staff-child ratio was exceeded, the backup/emergency cover arrangement was insufficient and the four-eyes principle was not properly secured. Staff were also not working in accordance with the pedagogical policy plan and written consent was missing for care in a second core group. The holder has submitted a response describing measures to remedy the violations, including additional staffing and improved communication.
