About this care
Welcome to POV Klein Phoenix, our intimate daycare centre located at Zalmkolk 2 in the heart of Zwolle. We are part of the Doomijn foundation and provide day-care for up to 16 children aged 0 to 4. Our small scale ensures every child is truly seen, heard and feels at home.
We follow the Dutch Early Childhood Education programme ‘Startblokken’. Through play we foster language and cognitive development so that children enter primary school with confidence. Our qualified staff tune in to each child’s world and offer tailor-made activities: we sing together, create arts & crafts with natural materials, read stories in our cosy corner and explore our green courtyard every day.
Care and daily rhythm are central. We change nappies and give bottle feeds according to the home routine, serve healthy snacks and warm meals, and provide peaceful naps in separate bedrooms with individual beds. Food allergies or special diets are safely accommodated.

- The pedagogical policy is well integrated through a quality cycle using Luplab and videos for childcare professionals
- Early childhood education (VE) professionals hold the correct qualifications and certificates
- Good cooperation with the primary school for smooth transition of toddlers
- Safety and health policy is up to date, and professionals are aware of risks and measures
- Parental involvement is shaped in various ways, including verbal tips for home
- Complaints procedure and parent committee are in order

- Early childhood education: the pedagogical work plan did not describe in concrete and assessable terms the layout of the appropriate space and the provision of suitable materials (purpose of corners and use of floor plan were missing)
- Safety and health: the childcare professional interviewed was not familiar with the procedure for the duty to report, consult, and notify, and was unaware that contact could be made with the confidential inspector for childcare
Summary
The annual inspection by GGD IJsselland of toddler care POV Klein Phoenix in Zwolle, part of Stichting Doomijn, took place on 2 April 2026. The location provides early childhood education to 16 children and receives VE subsidy. Two violations were identified during the inspection, both of which were resolved through a recovery offer. The location now meets all quality requirements. The advice to the municipality is: no enforcement.
