Strengths

Violations

• At the start of the inspection visit, the exterior access gate was fitted with a metal plate with sharp, broken edges at toddler height, creating a risk of injury to children. This risk had not been described in the risk assessment and action plan.
• In the group room of the vertical group, the furniture was not suitable for toddlers (designed for babies), making it difficult for toddlers to get out of the seats. The floor play area was being used as storage space for baby items, meaning this area was not available as play space for toddlers.

Summary

The annual investigation by GGD Hollands Noorden into daycare center (kinderdagverblijf/KDV) Picobello in Alkmaar, conducted on 8 April 2026, initially revealed two violations. At the exterior entrance, a metal plate with sharp protruding points at toddler height posed an injury risk, which had not been included in the risk assessment. The vertical group room was also unsuitably arranged for toddlers: the furniture was designed for babies, and the floor play area served as storage space rather than play space. Both violations were resolved during the draft phase of the investigation. The metal plate has been removed and the risk assessment has been updated. The group room has been refurnished with toddler furniture and the floor play area has been set up as play space. Following remediation, the location now meets all assessed conditions. The advice to the municipality is: no enforcement action.
