About this care
Welcome to Peutercentrum ’t Zand, located inside Brede School Het Zand at Pauwoogvlinder 20 in Utrecht Leidsche Rijn. We provide toddler care for children aged 2 to 4 in a vibrant, multicultural group that mirrors our neighbourhood.
Our programme centres on learning through play within a warm, secure environment. We follow the Dutch Early Childhood Education curriculum (VVE), using themes that connect with each child’s world. While focusing on Dutch language development, we always respect every child’s home language. Children practise independence: putting on coats, spreading sandwiches and making choices. Playing, tidying up and having fun together are at the heart of our toddler group.
The room is arranged into corners that replicate real life. The home corner holds real cups, plates, phones and computers. The art studio invites children to craft with freely chosen materials. The reading corner—also our circle-time spot—offers quiet moments with books and read-aloud sessions. In the construction corner, children build with Duplo, Lego and real tools. We encourage them to tidy up themselves, fostering a sense of ownership.
Beyond indoor activities, we often venture out: visiting the library or taking trips linked to the current theme. We join the annual Nature & Culture Day and the Children’s Book Week together with the primary school in our building. Peutergym, theatre performances and workshops are also on the agenda.

Strengths
- Pedagogical policy plan and early childhood education (Startblokken) are well developed
- Childcare persons register and Certificate of Good Conduct (VOG) registration are in order
- Parent rights: information provision, complaints procedure and disputes committee meet the requirements
- Domestic violence reporting protocol is substantively in order and is discussed in team meetings
- Safety practices (outdoor play, first aid) are carried out well
Shortcomings
- Safety and health policy must be recorded more concretely, more location-specific, and made more easily accessible
- Procedures for incidents and emergencies must be documented unambiguously and made directly applicable
- Staff must be better informed about the confidential inspector

Summary
Peutercentrum 't Zand in Utrecht, part of gro-up Kinderopvang B.V., provides early childhood education to 16 toddlers aged 2.5 to 4 years. The annual inspection on 15 April 2026 shows that the location does not fully meet the quality requirements. Shortcomings were identified in three areas: early childhood education language requirement, safety and health policy, and domestic violence reporting protocol. One staff member could not demonstrably meet the required language proficiency level 3F. The safety policy was insufficiently concrete, not location-specific, and fragmented across multiple documents.
