GGD Twente conducted a registration inspection on 6 January 2026 at Partou KDV Oranje in Vroomshoop, a new daycare center (kinderdagverblijf/KDV) for 16 children (0-4 years) that is part of Smallsteps B.V. The location is housed in a temporary classroom on the playground of primary school de Oranjeschool, with an intended start date of 1 February 2026. Almost all quality requirements are met: registration, administration, pedagogical policy, staff (VOG), safety and health policy, domestic violence reporting protocol, and parental rights are all in order. One violation was identified: the outdoor play area does not meet the legal requirement because it is not adjacent to the childcare center for children under 2 years. The GGD recognizes mitigating circumstances due to the temporary situation and the adjusted working method with additional staff and risk assessment. The operator has received a recovery offer and taken measures. The advice to the municipality of Twenterand is positive: inclusion in the National Childcare Register is recommended.
