- Pedagogical work plan contained insufficient concrete description of regular staffing per core group
- Procedure for merging core groups on Fridays (combining Vlinders and Rupsen) was not described
- Internal transition process for children moving to another core group was missing
- Frameworks for deviating from practitioner-child ratios were incompletely described
- Joint play with kindergarten class was not included in pedagogical work plan
- Contentual alignment between early and pre-school education was incompletely described
- Early childhood education training plan lacked topics and participants per activity
- Calculation of hours for pedagogical policy officer for early childhood education was incorrect (52 instead of 20 hours)
