• Incorrect deployment of work-based learning student (BBL-er) in early childhood education group: the trainee does not meet the qualification requirements for VE and is being deployed as a second staff member
• BBL-er was left alone with a group in violation of the supervision plan: alone with group Iejoor on 16 April and alone with group Teigetje on 20 April
• Accommodation does not meet requirements: the living room is not appropriately set up for play activities, resulting in insufficient indoor play space per child

Summary

The annual inspection on 21 April 2026 at daycare center (kinderdagverblijf/KDV) 't Scheperke in Emmen, part of Kinderwereld and located at Scheper Hospital, revealed multiple shortcomings. The location provides care for a maximum of 39 children across three groups. The Municipal Health Service (GGD) identified violations in three areas: pedagogical climate, staff and groups, and accommodation. The group rooms were sparsely furnished and not in accordance with the pedagogical policy. The living room was used only as a break room rather than for development-oriented activities. The holder stated in their response that improvement actions have been initiated and spaces have been rearranged. The GGD advises enforcement action.
