• Clear pedagogical policy in group information cards

Violations

• Early childhood education: the program is not structured so that children from 2.5 years of age can receive at least 960 hours of early childhood education within one and a half years. Summary

KDV Hoi Pippeloi Agaatlaan in Veendam is a daycare center (kinderdagverblijf/KDV) with 62 places, located in a former school building. The annual inspection of 5 March 2026 shows a predominantly positive picture. The location meets the statutory requirements regarding pedagogical climate, staff and groups, and parental rights. The pedagogical practice is characterized by emotional safety, sensitive responsiveness, and a varied program. However, a violation was identified: the 960-hour requirement for early childhood education is not being met for four children because on one day eight hours of early education is offered, while a maximum of six hours per day counts. The organization received a recovery offer (herstelaanbod) and took immediate action: alternative schedules have been developed and no early education days are being offered where more than six hours counts. The violation had not yet been resolved at the time of finalization, but the organization expects to resolve this before the summer vacation.
