This Municipal Health Service (GGD) inspection report dated 30 March 2026 concerns a follow-up investigation at Freekids KDV Zaanse Helden in Zaandam, a daycare center (kinderdagverblijf/KDV) for up to 112 children (ages 0-4) in 8 core groups. The investigation followed violations identified during the annual inspection of 6 November 2025, shortly after relocation to the first floor of the De Ruyter residential tower. The location shares the outdoor space on the second floor with the after-school care (BSO), accessible by lift or outdoor staircase. All three assessed areas (pedagogical climate, safety and health, accommodation) now comply with legislation and regulations. The previously identified shortcomings concerned missing descriptions in the pedagogical policy and safety policy regarding shared use of the outdoor space with the BSO, the absence of concrete agreements on supervision and organisation of outdoor play, and the inaccessibility of the outdoor space for young children due to its location on an upper floor. The location has resolved these points: clear organisational agreements have been made regarding outdoor play, the use of evacuation ropes and the lift has been formalised, the fencing has been raised to 1.90 metres with anti-climb mesh, and staff no longer experience any barriers to going outside daily.
