About this care
Welcome to De Kleine Wereld Steigereiland, a warm and homely daycare center located at Pieter Holmplein 2 in the heart of Amsterdam. As part of De Kleine Wereld, we provide care for children aged 0 to 4 years in a safe and stimulating environment. Our daycare is open daily from 7:30 AM to 6:30 PM, offering flexibility for working parents.
At De Kleine Wereld, we believe that childcare is much more than just care. We work with vertical groups, where children of different ages play and learn together. This approach fosters social development and creates a homely atmosphere where every child has the space to grow at their own pace. Our natural outdoor playground offers plenty of opportunities for discovery and adventure, with the outdoor world actively integrated into the daily program.
Our team of experienced pedagogical staff is led by manager Tywen Werkzam. We stand for personal attention and a warm approach, with the development of each child at the center. Strengths
- The provider has established a procedure for diploma checks and taken measures to better register and verify qualifications
- Parents have given written consent for care in a second fixed group
- A placement freeze has been introduced for the location
Shortcomings
- The diploma check procedure must be implemented more effectively to ensure only qualified staff are deployed
- The pedagogical policy must be supplemented with the structural placement of Stars-group children in the Moons group
- Staffing levels and replacement structure must be made more robust, especially given the prolonged absence of the location manager
- Communication and accountability regarding care in fixed groups must be more consistent
Violations
- Staff members do not hold an appropriate qualification as stipulated in the most recently commenced Childcare Collective Labour Agreement (temporary agency worker in Moons group on 19 June 2026 without supplementary babysitting training)
- At daycare center (kinderdagverblijf/KDV), care is not provided in fixed groups as required by law; children are placed in a second fixed group in order to meet the staff-child ratio
- The provider has not sufficiently implemented the measures within the deadline set in the formal directive
Summary
The Municipal Health Service (GGD) follow-up investigation at daycare center (kinderdagverblijf) De Kleine Wereld Steigereiland in Amsterdam shows that the provider has insufficiently implemented measures from an earlier formal directive. The inspection took place following two violations from the annual investigation of 17 March 2026: incorrect care in fixed groups and the deployment of insufficiently qualified staff. The GGD finds that both violations have not been remedied. A temporary agency worker in the Moons group was found to lack an appropriate qualification on 19 June 2026. The safeguarding of stability in fixed groups also remains inadequate: staffing levels continue to be vulnerable with multiple vacancies, contradictory statements from employees, and uncertainty about how staff shortages are resolved. The location manager herself covers shifts in the groups but will be absent from late July 2026 until January 2027. The GGD advises the municipality to proceed with the enforcement procedure.
