Summary

The Municipal Health Service (GGD) Twente conducted an annual inspection on 9 January 2026 at daycare center (kinderdagverblijf/KDV) De Carrousel in Almelo, part of Smallsteps/Partou B.V. The location currently provides care for 62 children and wishes to expand this to 78. The inspection shows a positive picture: all assessed areas meet the legal requirements. The pedagogical climate is good, with sensitive staff members who make children feel emotionally safe and challenge them in their development. The pre-school education (voorschoolse educatie/VE) is well organised with the Piramide digital programme. No violations were identified. However, regarding the premises, it was found that the new group room is not suitable for 16, but for a maximum of 15 children. Therefore, the expansion from 62 to 77 childcare places is approved, rather than the requested 78. The advice to the municipality is to take no enforcement measures.
