Violations
Inspection date: September 14, 2026
Strengths
- Staff members are familiar with the substitute folder and actively provide it to temporary staff
- The substitute folder contains all relevant documents including location-specific risks, evacuation plan, outdoor play protocol, and outings policy
Shortcomings
- Develop a one-page A4 handout for substitutes with the most important highlights (location-specific risks, evacuation route, particularities about children)
Violations
- Implementation of the safety and health policy was insufficient: temporary staff were not adequately informed about location-specific risks (resolved in this follow-up investigation)
Summary
The Municipal Health Service (GGD) conducted an unannounced follow-up investigation on 14 September 2026 at after-school care (BSO) Com paNanny Holleweg in Hilversum. This investigation followed an administrative order for a penalty payment from the municipality due to previously identified shortcomings in the implementation of the safety and health policy. The location now meets the required quality standards. The previously identified violation has been resolved: temporary staff are now adequately informed about location-specific risks through a dedicated substitute folder. An improvement suggestion was also discussed for a one-page A4 handout for substitutes, which is on the provider's agenda. The GGD advises the municipality not to take enforcement measures.
