About this care
BSO Super Tof is located at Lombokstraat 2B in Den Helder, on the grounds of Koningin Julianaschool and Comeniusschool. We provide after-school care for children aged 4 to 12, offering care before and after school hours, on teacher training days and during all school holidays. Our location can accommodate up to 22 children and is officially registered in the National Childcare Register under number 332 773 760.
Throughout the year we work with themed activities covering creative and cultural subjects, nature, relaxation, sports/games and movement, as well as technology and science. During the holidays we organise various outings so that the children really feel they are on holiday. Warmth, openness and safety are our top priorities; our qualified pedagogical staff create a familiar environment where every child can be themselves.

Strengths
- The pedagogical practice meets the requirements: staff act in a sensitive, responsive manner and adapt to the children's development.
- Staff qualifications and language requirements are in order; all staff members hold the correct diplomas and Certificate of Good Conduct (VOG).
- The staff-to-child ratio is correctly adhered to.
- The domestic violence and child abuse reporting code (meldcode) is well established and knowledge of it is actively promoted.
- The mandatory reporting, consultation, and disclosure obligations are well implemented.
Violations
- The pedagogical policy is not being followed: between 20 January and 24 February 2026, 18 different staff members worked at the location, while the policy aims for familiar faces and stable teams.
- The safety and health policy is not being correctly implemented: on 23 February 2026, only one staff member was present, whereas it had been agreed after an incident that there would always be two staff members present for additional supervision.
- The mentor was no longer structurally working at the location due to staff departure and illness, meaning children did not have a fixed point of contact (resolved following a recovery offer).
Summary
BSO Super Tof in Den Helder, part of Kappio, was inspected on 23 and 24 February 2026. The after-school care (BSO) accommodates 22 children aged 4 to 13. Although the pedagogical practice and staff qualifications are satisfactory, three violations were identified. There is staff instability: over a six-week period, 18 different staff members worked at the location, while the policy aims for familiar faces. A mentor was also no longer structurally present, and the safety action plan was not correctly implemented on 23 February, when only one staff member was present despite an agreement after an incident that there would always be two. A recovery offer was made regarding the mentor issue; as of 1 March 2026, two permanent staff members were hired and a new mentor allocation was put in place. The remaining violations have not been resolved. The Municipal Health Service (GGD) advises enforcement.
