Summary

GGD Twente conducted an unannounced annual inspection on 3 February 2026 at after-school care (BSO) Kinderopvang Kleine Beer in Hengelo. The location, situated at Onze Lieve Vrouwestraat 10, accommodates 50 children across two base groups (IJsberen and Panda's) and forms part of an integrated child centre with primary school St. Jan. The pedagogical practice meets requirements overall: staff demonstrate sensitivity, respect and involvement, and a relaxed atmosphere prevails in which children choose their own activities. However, two violations were identified that were resolved through a recovery offer. The pedagogical policy plan lacked a concrete description of the settling-in process for a new base group, and the description of the pedagogical policy worker's deployment contained contradictions and lacked a written allocation of coaching hours. The holder recovered both shortcomings within the set deadline. Other matters such as staff qualifications, VOG (Certificate of Good Conduct) verification, staff-to-child ratios and stability of care met requirements immediately. The advice to the municipality is: no enforcement.
