Violations

- Staff had insufficient knowledge of the steps to take when suspecting child abuse by colleagues or management
Summary
Communitykids BSO at Abraham Kuyperplein in Amsterdam Nieuw-West provides after-school care (BSO) for up to 84 children in 4 age groups. The annual unannounced inspection visit took place on 13 February 2025. The pedagogical policy plan was incomplete: it lacked a standard staff schedule and a description of how groups and staff are organised during holidays or illness. During the meal, one group was not operating in accordance with policy; children had to sit quietly for 45 minutes while staff spread crackers for them, which did not match their age and development. Staff also had insufficient knowledge of the reporting, consultation and mandatory notification obligations regarding suspected child abuse. The organisation submitted a recovery offer within two months: the policy plan has been supplemented, the mealtime has been organised in a more child-centered manner (children spread their own crackers, may talk and move), and all staff have been instructed on the reporting protocol including contact with the confidential inspector and mandatory notification obligations. During the follow-up visit on 25 March 2025, it was established that all violations have been resolved. The Municipal Health Service (GGD) advises the municipality not to impose administrative measures.
