Welcome to Carrousel, our daycare centre located at Rotterdamse Rijweg 29 in Rotterdam. We provide a homely environment for children aged 0 to 4, where they are given every opportunity to explore on their own. In our spacious garden the children can climb, romp and play with natural materials. We believe that being outdoors and physical activity are essential for healthy development. The provider once again fails to meet multiple quality standards. Despite improvements in early childhood education, serious shortcomings persist in pedagogical practice and staff qualifications. This is the fourth inspection within eighteen months in which violations have been identified.

Summary

The Municipal Health Service (GGD) inspection report of 25 November 2025 concerns a follow-up investigation of childcare center Bim bola Carrousel (now Norlandia kinderopvang Carrousel) in Rotterdam. The center provides daycare (kinderdagverblijf/KDV) for 52 children aged 0-4 years. Despite multiple previous inspections and enforcement measures, the provider once again fails to meet various quality standards. The pedagogical practice shows shortcomings in stimulating children's personal and social competence. Staff pay insufficient attention to children who do not take initiative themselves and inadequately seize opportunities for social interaction between children.
