Amendment to Preschool Education Quality Decree Delayed Once Again

Revised regulations on the quality of preschool education (VVE) will take effect later than planned. Industry association Brancheorganisatie Kinderopvang reports a new delay to the Decree on Quality Requirements for Preschool Education. Exactly when the amendment will come into force remains unclear.

Preschool education in the Netherlands

Preschool education is aimed at young children who need extra support in their development, for example in language or social-emotional skills. Children can participate in VVE programmes at daycare centers (kinderdagverblijf/KDV), toddler playgroups (peuterspeelzalen), or through childminder/host parent care (gastouderopvang) via a referral from the child health clinic (consultatiebureau) or the municipality.

The quality of VVE is legally established in the Decree on Quality Requirements for Preschool Education. This decree determines, among other things, the requirements for programme content, the qualifications of childcare staff, and the manner in which children's development is monitored.

Previous delays

This is not the first time the amendment to this decree has been postponed. The changes have been in preparation for some time, partly to better align VVE regulations with current insights on early childhood development. The repeated delays are causing uncertainty among childcare organizations that need to align their working methods and personnel policies with the new rules.

What does this mean for parents?

For parents, nothing changes in daily practice for the time being. Children currently receiving VVE will continue to qualify under the existing rules. However, it is important to know that:

  • The municipality remains responsible for allocating VVE places and monitoring quality
  • Parents with a VVE referral retain their right to this support
  • Childcare organizations continue to apply the current quality requirements

The delay may, however, mean that planned improvements to VVE quality will take longer to materialize. This includes possible adjustments to training requirements for childcare staff or refinements in how children's development is monitored.
