Increasingly, parents with children who have just outgrown the toddler stage are asking whether their son or daughter can start primary school before their fourth birthday. The official compulsory education rule
In the Netherlands, there is a clear rule: children are subject to compulsory education from age 5. However, most children already start in group 1 of primary school when they turn 4. This is possible because parents can voluntarily make use of the education offer from that point onwards. Official enrollment and school start typically take place on or shortly after the fourth birthday.
A structurally earlier start — that is, before reaching that age threshold — is rarely possible in practice. Schools have little discretionary room in this regard. The Compulsory Education Act allows only limited exceptions for extremely special cases, for example when there is evident developmental advancement combined with a positive educational recommendation.
The role of childcare in the transition
For parents who notice that their child is further ahead cognitively or socio-emotionally than peers, the period between leaving toddler care and the official school start can feel long. Many daycare centers (kinderdagverblijf/KDV) and toddler playgroups therefore offer vertical groups or preschool education, in which children already playfully work on school-related skills.
Additionally, there are increasingly more preschool programs that bridge the gap between childcare and primary education. These programs, often developed in collaboration with schools, focus on language development, social skills, and the first basics of numeracy and literacy.
What does this mean for parents?
For parents with a nearly 4-year-old, there are several practical considerations:
- Plan the transition in good time: Register your child well in advance at your preferred primary school. Popular schools often have waiting lists, sometimes starting from birth.
- Discuss development: Consult with childcare staff about your child's developmental level. They can advise on suitable activities for the interim period.
- Inquire about preschool options: Ask your childcare organization about additional programs for (nearly) 4-year-olds. Some organizations offer special 'school-ready' groups.
- Be cautious with early requests: A formal request for earlier school admission is almost always rejected, unless there are exceptional circumstances. The administrative burden usually does not outweigh the limited time gain.
- Consider an intermediate solution: A combination of childcare and toddler playgroup or a flexible childcare arrangement can ease the transition.
From a developmental psychology perspective, the period between the third and fourth year of life is particularly significant. Many children make a leap in their language proficiency, independence, and social cognition during this phase. Whether a child is truly 'ready' for primary school depends not only on intellectual factors, but also on emotional maturity, physical stamina, and the degree of self-reliance.
