The Public Prosecution Service (OM) believes that more children have fallen victim to abuse by Joannes B., a former childcare worker in the childcare sector. This has emerged from the case currently before the court, NH Nieuws reports.

Suspect active in childcare

Joannes B. worked in childcare in the Noord-Holland region. The exact scale of the alleged abuse has not yet been fully mapped out, but the OM assumes that the number of victims is higher than previously thought. The investigation is still in full swing.

Cases of abuse within childcare institutions invariably raise major public concern. The Integrale Toezicht Kinderopvang (ITK), in which the Municipal Health Service (GGD), municipalities and the National Inspectorate collaborate, monitors compliance with quality and safety requirements in childcare. When there are signs of abuse, parents can report them to the national reporting point or directly to their municipality.

Screening and safety in childcare

All childcare workers in the Netherlands are required to submit a Certificate of Conduct (Verklaring Omtrent het Gedrag/VOG) upon employment. In addition, the Childcare Act (Wet kinderopvang) has applied since 2018, which sets stricter requirements for staff and organizations. Nevertheless, incidents of abuse remain a concern that the sector must continually guard against.

The Inspectorate of Social Affairs and Employment (SZW) and the GGD can impose measures in the event of serious violations, ranging from a warning to revocation of the operating licence. In criminal cases such as this, the OM can also initiate a damages procedure for victims in addition to prosecuting the suspect.

The trial against Joannes B. is still ongoing. Any conviction will partly depend on the evidence the OM can present regarding the scale of the alleged abuse.
