The number of reports to the confidential inspection of the Municipal Health Service (GGD) has risen sharply again. This is evident from figures from the Education Inspectorate. The confidential inspection is the reporting point where parents, staff, and other concerned parties can report concerns about quality or safety in childcare, either anonymously or by name.
Growing attention to quality
The upward trend in reports follows an already visible increase in previous years. This development is linked to broader societal attention to child safety and the quality of childcare in the Netherlands. Since the childcare benefit (kinderopvangtoeslag) scandal and various incidents in the sector, public awareness has grown.
The confidential inspection, part of the GGD, handles reports including:
- Unwanted behavior by childcare workers
- Structural shortcomings in care
- Safety risks in buildings or during activities
- Other concerns about children's welfare
A report does not automatically lead to a formal investigation. The confidential inspection first assesses whether there is reason for further investigation or whether the report can be handled in another way, for example by providing advice to the childcare organization in question.
GGD and Inspectorate work together
The confidential inspection serves as one of the entry points for childcare supervision. In cases of serious or structural problems, the GGD can launch a formal investigation. In some cases, the GGD also involves the Healthcare and Youth Inspectorate (IGJ), for example when there are multiple reports about the same location or organization.
The increase in reports does not necessarily indicate declining quality. It may also be a sign that parents and professionals are better informed about where to turn with concerns, and that the threshold for reporting has been lowered. In recent years, the government has deliberately worked to increase the visibility of the reporting point.

For parents, it is important to know that raising concerns about childcare is simple and can be done anonymously. The confidential inspection is accessible through your own GGD, independently of the childcare organization itself.
As a parent, you have several options if you have doubts about your child's care:
- Discuss your concerns first with the manager or pedagogical manager of the location
- Report your concerns to the confidential inspection of the GGD if you do not feel comfortable doing so or if the situation persists
- Consult the National Childcare Register (LRK) for information about inspection reports of your childcare provider
- Consider contacting the Childcare Complaints Committee in disputes about the implementation of care
The rising report figures underscore that childcare supervision is an ongoing process in which signals from practice play an essential role. For parents, it remains important to stay alert themselves and make use of the available reporting and complaints procedures.
