Windorgel

Strengths

• Pedagogical policy and practice are well implemented
• Early childhood education meets all hourly and quality requirements
• All staff registered in the Persons Register and in possession of a Certificate of Conduct (VOG)
• Domestic violence reporting protocol and complaints procedure in order
• Parent committee active and parents well informed

Shortcomings

• Indoor climate requires ongoing structural improvement (dependent on landlord)
• Staff knowledge of the confidential inspector needs to be deepened

Violations

• Heat protocol not followed when temperatures exceeded 25 °C in group and sleeping rooms, creating risks of overheating and sudden infant death syndrome (mitigating circumstances due to landlord refusal to allow air conditioning)

Summary

Daycare center (kinderdagverblijf/KDV) Windorgel in Vlissingen (44 places, ages 0-4) follows the Uk & Puk method and provides early childhood education. The pedagogical climate, personnel policy, and parent involvement meet all requirements. There is one resolved violation: the description of the outdoor space safety plan was outdated; following a recovery offer (herstelaanbod), this has been updated. An active violation concerns the indoor climate: during the inspection, the group room was 26.2 °C and a bedroom was 28.7 °C, meaning the heat protocol could not be followed and health risks arose. The location has made emergency arrangements (extra drinks, informing parents, closure at 30 °C), but structural improvement depends on the landlord, who does not allow air conditioning. No enforcement recommendation due to mitigating circumstances.
