The location can reasonably meet the quality requirements, with the exception of the minimum indoor space requirement. The application for 25 childcare places is partially advised against; a maximum of 24 children is feasible.

Strengths

  • Pedagogical policy is extensive and concrete, including mentorship, settling-in procedure and cross-location care
  • Sufficient qualified staff with appropriate diplomas and IKK language requirement
  • Manager is present daily during the start-up phase and provides induction for new staff members
  • External pedagogical coach is available weekly for guidance
  • Safety and health policy is location-specific and will be evaluated within 3 months of opening
  • Complaints procedure meets requirements; the licence holder is affiliated with the Childcare Disputes Committee

Shortcomings

  • Group room setup needed to be supplemented with more play materials for all ages, including books for older children, air hockey/foosball and a higher kitchen unit
  • Safety and health policy needed to be adapted to fully focus on after-school care (BSO)
  • Domestic violence reporting code needed to be revised with a social map and clear responsibilities

Violations

  • Minimum indoor surface area requirement not met: 86.9m² is insufficient for 25 children (minimum 87.5m² required), but sufficient for 24 children

Summary

BSO de Blije Bij is a new after-school care (BSO) in Amsterdam-West, operated by VOF Kinderopvang De Blije Bij. During the investigation of the application for 25 childcare places, it was found that the indoor space of 86.9m² is too small for 25 children; 24 children do fit. The pedagogical policy and safety and health policy initially did not meet requirements, but were approved after recovery on 24 August 2026. The furnishings were minimal but sufficient after supplementation with additional materials. The domestic violence reporting code has been revised and approved. Staff are sufficiently qualified and the manager is present daily during the start-up phase.
