Research by NRC shows that at least 20,000 parents have received compensation wrongly. This happened while the recovery process was specifically set up to repair the damage done to thousands of affected families.
New delay for victims
The childcare benefit scandal, in which thousands of parents were wrongly branded as fraudsters and had their benefits stopped, is one of the biggest government blunders in the Netherlands. Since the crisis broke in 2019, the government has been working on compensation and rehabilitation of the victims.
The new revelation that tens of thousands of parents received compensation without being entitled to it puts additional pressure on an already overstretched system. It remains unclear how these errors could have occurred and whether the money will be reclaimed from these parents.
Complexity of the recovery process
The settlement of the benefit scandal has been plagued by bureaucratic problems from the start. The Tax and Customs Administration (Belastingdienst) and the Ministry of Finance had to build an entirely new system to identify victims, compensate them, and where necessary support them in rebuilding their lives.
The error involving the 20,000 parents raises questions about quality controls within this system. Parents who were entitled to compensation in some cases waited years for their money, while others who did not belong to the target group were paid out.
