Travel allowance for 130,000 childcare workers to increase

A new collective labor agreement raises the commute reimbursement in childcare. The move aims to make the sector more attractive as an employer.

Travel allowance for 130,000 childcare workers to increase

The travel allowance for more than 130,000 employees in childcare is being increased. This follows from a collective labor agreement reported by the Nationale Onderwijsgids. The measure is intended to help strengthen employment conditions in a sector struggling with staff shortages.

Increase in travel allowance

The current collective labor agreement for childcare already includes a travel allowance, but this will now be raised to a higher level. For many employees in childcare, this is a concrete improvement to their net income, especially given the rising mobility costs in recent years.

The childcare sector is highly fragmented in terms of employers: from large national chains to small independent crèches. The collective agreement applies to all employees at organizations affiliated with the industry association or that have been granted general binding declaration of the agreement. The increase in the travel allowance is a central agreement that applies to this entire group.

Staff shortage continues to weigh

Childcare in the Netherlands has been struggling with a structural staff shortage for years. The causes are diverse: relatively low salaries compared to the required education level, heavy workload, and a weak labor market position relative to other sectors. The increase in the travel allowance is one of the measures to make the sector more competitive.

Additionally, the transition to the new childcare benefit (kinderopvangtoeslag) system, in which the government pays costs directly to childcare organizations, plays a role in the employment condition negotiations. This change may offer employers more financial room to invest in staff.

What does this mean for parents?

For parents using childcare, this measure has indirect consequences:

  • Stability of care: Better employment conditions can help retain and recruit staff, leading to fewer changes of childcare workers and more continuity for children.
  • Fewer care shortages: If the sector succeeds in filling vacancies more quickly, this could eventually reduce waiting lists and shortages in certain regions.
  • Cost development: Higher personnel costs may be reflected in childcare hourly rates. Parents usually pay part of these costs themselves, after deduction of the childcare benefit (kinderopvangtoeslag) they are entitled to.
  • Regional differences: The impact may vary by region, depending on how severe the staff shortage already is there and how many employers actually implement the increased allowance.

The increase in the travel allowance is a step, but according to trade unions and employer organizations, more structural improvements are needed to position the childcare sector well in the labor market. These include higher salaries, less administrative burden, and better career advancement opportunities.
