Thousands of parents β often with a migration background β were labelled as 'deliberately fraudulent' by the Belastingdienst. This led to clawbacks of tens of thousands of euros, plunging families into financial difficulties and in some cases even resulting in eviction from their homes.
The childcare benefit formed a specific part of this scandal. Parents who were entitled to this benefit to cover childcare costs saw their applications subjected to stricter scrutiny than usual. The so-called 'Bulgarian fraud' affair led to a systematic approach in which thousands of parents were designated as fraudsters without sufficient evidence.
