A serious incident has occurred at a daycare center (kinderdagverblijf/KDV) in the Rotterdam region, in which a toddler fell into water. The child had to be resuscitated on the scene, according to Rijnmond. Few details are currently available about the exact circumstances or the child's current condition.
Water and young children: a serious risk
Incidents involving young children falling into water are unfortunately not uncommon in the Netherlands. For children under the age of five, drowning is one of the most common causes of fatal accidents. Even in shallow water, a toddler can get into serious difficulty within seconds.
Daycare centers (kinderdagverblijf/KDV) and after-school care (BSO) locations that border water β such as ponds, ditches, or puddles on the outdoor play area β are legally required to put adequate safety measures in place. These include:
- Barriers and fencing around bodies of water
- Sufficient supervision by qualified staff in outdoor areas
- Documented emergency protocols, including resuscitation procedures
- Regular risk assessments of outdoor spaces
Oversight and regulations
The Municipal Health Service (GGD) is responsible for monitoring compliance with safety requirements at childcare locations across the Netherlands. Every daycare center is periodically inspected to ensure the environment is safely set up for the age group it serves. In the event of a serious incident, the GGD can carry out an additional inspection and take enforcement action if necessary.
The Education Inspectorate and the GGD can impose measures in cases of violations, ranging from a formal warning to, in the most serious cases, closure of the location.
